Just for clarity. do you mean the spec's for the pillar above ground or the entire pillar including the underground base?
Additionally it might be worth confirming the type of pillar you're trying to replicate - there are a few variations, a few examples below

I've seen something like this before (I forget where) and I doubt it's actually a triangulation pillar, the fact that the water board have apparently installed it suggests it has nothing to do with triangulation.

Looks like Cow Close Fell to me as it appears Pen-y-ghent is in the background (we're in the Yorkshire Dales area here - find Horton in Ribblesdale and PyG is a couple of miles east-ish and Cow Close Fell is across the next valley, ENE).
